Research to support an ordinance studying the impact of urban meadows 

Following a request from the City of Baltimore, SSC provided research and resources related to urban meadows, including case studies of existing city-led urban meadows programs, site selection and legal considerations, common challenges, and impacts of meadow conversion. This effort led to the passage of an ordinance in 2024 to study the benefits and costs of installing and maintaining 100 acres of urban meadows in the city.

Review city-level planning efforts to integrate smart surfaces

SSC helped the City of Jacksonville incorporate smart surfaces and green infrastructure into its Vision Zero Action Plan by identifying areas where these interventions can be built into traffic calming measures and street design to improve public safety while mitigating the effects of extreme heat and flooding. 

As the City of Dallas developed its 2024 Bond Program Prioritization and its Comprehensive Environmental and Climate Action Plan (CECAP) Bond Resolution, SSC provided guidance to the city about integrating smart surface strategies into its capital projects.

Science-backed data and metrics to inform development of codes and ordinances

SSC and its partners worked with a City of Atlanta Councilmember to provide data and benchmarks for its Cool Roof Ordinance 25-O-1310, which requires new and replacement roofs to meet solar reflectance standards to reduce urban heat island effects and energy costs.

Compile information about different smart surface products and product manufacturers

To better understand the differences between products and manufacturers of smart surfaces, SSC has compiled information related to a variety of performance metrics to help cities choose the products that best suit their needs. For example, SSC regularly assembles specifications, case studies, and product lists for cool pavements and permeable pavement systems, including information on solar reflectance, longevity, maintenance, costs, and infiltration rates.
