Binghampton Permit Application Requiring Implementation of Green Infrastructure

Binghampton’s City Charter Ch. 227-10(B)(2) requires permit applications for certain developments to incorporate green infrastructure. In particular, the City requires developers to submit an Urban Runoff Reduction Plan incorporating green infrastructure techniques prior to receiving any grading, building, or demolition permits for applicable construction projects under § 227-10. The plan must be reviewed and approved by the Stormwater Management Officer (SMO) within 30 business days. No permits may be issued until an Urban Runoff Reduction Plan is formally approved, ensuring long-term runoff control and environmental compliance in urban development.
