Brookings Stormwater Code

Brookings’s Code of Ordinances § 72-83 states that the design of all storm drainage systems and facilities shall conform to the Storm Drainage Design and Technical Criteria Manual. § 72-38 states that the city requires best management practices (BMP’s) for any activity, operation or facility which may cause or contribute to pollution or contamination of stormwater, the storm drain system or waters of the United States. § 72-61 states that no person may commence any land disturbance activity which disturbs between 5,000 square feet or more and less than one acre of land without first obtaining a grading permit from the city. Additionally, no person may commence any land disturbance activity which disturbs one acre or more of land without first obtaining a stormwater permit from the South Dakota Department of Environment and Natural Resources (SDDENR) Stormwater Division. Applications for the state permit can be obtained from the State of South Dakota website homepage under the construction activities section.
