Cedar Falls’ Stormwater Management Program establishes a stormwater management enterprise fund to identify, receive, and control all revenues and expenses attributable to the city’s stormwater management program. Stormwater charges, loans, grants or funds received for the administration, operation, construction and improvement of the city stormwater drainage system and facilities and the city’s stormwater management program shall be deposited in such fund (see Sec. 24-229). It also establishes a stormwater management fee paid by each owner or tenant of property within the city to the city on a monthly basis (see Sec. 24-230). Relatedly, the city’s Post-Construction Stormwater Control requires that all development plans detail the stormwater management facility, and the control and management of the runoff and water quality impacts resulting from the development. The stormwater management plan shall include sufficient engineering analysis to show compliance with the city stormwater requirements and an inventory of the natural resources present at the site and extending a minimum of 500 feet beyond the limits of the site of the proposed development. A description of the watershed for the project shall include soil conditions, forest cover, topography, wetlands, and other native vegetative areas on the site (see 24-339).
