Charleston’s Energy Benchmarking Ordinance and Solar Preparedness

This code functions as a solar preparedness policy by requiring large buildings to track and report energy use annually using the EPA’s Energy Star Portfolio Manager. This process helps building owners understand where energy is being used inefficiently and identify opportunities for solar power. By making performance data public, the ordinance encourages upgrades that reduce costs—solar being one of the most effective. It also supports strategic planning by highlighting which buildings and rooftops may be suitable for solar, especially during roof replacements, which are the best time to evaluate and install solar systems.
