As a part of the Charlotte Comprehensive Plan Policy Framework, the City commits to a diversity of housing options by increasing the presence of middle density housing (e.g. duplexes, triplexes, fourplexes, townhomes, accessory dwelling units (ADUs), and other small lot housing types) and ensuring land use regulations allow for flexibility in creation of housing within neighborhoods. Specific policies include overcoming exclusionary zoning practices that further housing segregation and displacement, exacerbate sprawl, and make housing unaffordable; providing opportunities for single-family attached and small-scale multifamily housing developments (15 units or less) near transit services and along arterials in lower density; reducing barriers to development of new high quality middle density housing units such as reducing the need to rezone, reduced application fees, expedited processing, density bonuses, reduced or eliminated parking requirements, and reduced or waived inspection fees; requiring larger developments to include a mix of housing types; allowing parking to be unbundled from lease of property; and ensuring that housing access incentives provide adequate infrastructure and minimize impact on environmental quality and tree canopy.
