This Chula Vista ordinance requires multifamily residential properties built prior to 2006 to implement a minimum number of energy efficiency retrofits, determined by the year of construction and climate zone. These measures include installing a roof product rated by the Cool Roof Rating Council with an aged solar reflectance of 0.25 or higher and a thermal emittance of 0.75 or higher.
