DC Comprehensive Stormwater Management Enhancement Amendment Act of 2008

Amends the District Department of the Environment Establishment Act of 2005 to establish stormwater management programs which reduce the amount of stormwater pollutants that are discharged into DC rivers and streams. Establishes a Stormwater User Fee Discount Program, expands the membership of the stormwater advisory panel, and elevates the Stormwater Permit Compliance Enterprise Fund to the program level. Also includes regulations to collect scientific data on effects of low impact development technologies on reducing stormwater runoff and pollution.
