This rule establishes that the vision and goals of the Little Rock Parks and Recreation Master Plan shall be focused upon an overall desire to create a “city in a park,” and shall include a four point strategy as follows: (a)Creation of an interconnected multifunctional open-space system comprised of parks, greenways, riparian areas and floodplains, streets, sidewalks, and trails to link public and private facilities, and to provide an ecologically responsible green infrastructure for the “city in a park”; (b)Construction of signature parks and facilities that will be regional banner parks and facilities which provide new and expanded recreational opportunities to the citizens of Little Rock, and which will also provide opportunities for the citizens of central Arkansas; (c)Provision of neighborhood services through a park or green space within an eight-block radius of each resident of the city which will accommodate the recreational needs of the citizens at the neighborhood level; (d)Creation of a diversity in recreational programs that will be capable of serving a city resident’s interests from childhood through maturity.
