The purpose of Development Code Sec. 19.10.12 is to promote sustainable development within the City by creating incentives for compact, mixed-use development patterns; encouraging solar and other alternative energy sources; promoting alternative means of transportation like bicycling and walking that can improve community health while helping reduce air pollution; protecting trees that absorb greenhouse gases and reduce storm water runoff and pollutants; and, encouraging water-efficient landscaping and protecting water resources.
Multifamily residential development consisting of new buildings or substantial renovations to existing buildings must achieve a minimum score of 38 points. All other residential development consisting of new buildings or substantial renovations to existing buildings must achieve a minimum score of 31 points. Nonresidential or mixed-use development consisting of new buildings or substantial renovations to existing buildings must achieve a minimum score of 42 points. New buildings on partially developed sites (such as pad sites) located in developments built before the adoption of this Code must achieve a minimum score of 28 points. Eligibility is determined at the discretion of the Director.
Design features related to green building design and energy use
The purpose of sustainability measures related to energy is to encourage on-site renewable energy production; promote the design and construction of energy efficient buildings; reduce air, water, and land pollution from energy consumption; and, reduce the heat island effect.
Points are awarded when:
1. buildings are constructed with solar orientation in mind.
2. shade structures are provided over windows and doors.
3. heat island is reduced on 75% of the non-roof impervious site landscape by using shade structures with solar panels or canopied walkways with SRI of at least 29; using paving materials with SRI of at least 29; or a pervious system (at least 75%).
4. cool roofs with at SRI equal to or greater than 78 are installed on low-sloped roofs and 29 for steep-sloped roofs for a minimum of 75% of the roof surface of all new buildings within the project.
5. vegetated or green roofs, which are also considered cool roofs, are installed on a minimum of 50% of the total project roof area. Any combination of SRI compliant and vegetated roof may be used, provided they collectively cover 75% of the total project roof area.
6. at least 20% of all off-street parking spaces are covered by a combination of tree canopy, a building, deck, shade structure, or underground.
7. walkways are shaded along a minimum of 60% of all building facades.
