Honolulu Definition of Solar Reflectance

This Honolulu Ordinance defines solar reflectance as the surface capability to reflect radiation back to the hemisphere, which is a measure of the solar reflectance and emissivity of materials that can be used as an indicator of how hot they are likely to become when solar radiation is incident on their surface.
