Honolulu One Water Policy

Honolulu’s Ordinance 20-47 codifies the One Water Policy, which integrates the management of freshwater, wastewater, and stormwater to enhance climate resilience. It mandates city departments to collaborate on infrastructure planning, adopt a climate resilience checklist, and prioritize projects with co-benefits across water systems. The policy promotes efficient, long-term water use, encourages national best practices, and supports federal funding alignment. An interdepartmental “One Water Panel” is established to oversee implementation, and annual reports track compliance and exceptions.
