Martinsburg Municipal Code to Establish Shade Tree Commission

This code establishes the Shade Tree Commission (STC) and grants it full authority over all trees, plants, and shrubs within street rights-of-way, parks, and other public spaces in the City. The Commission is authorized to plant, prune, maintain and remove trees, plants and shrubs within the public right-of-way, and all publicly owned grounds as necessary to insure public safety or to preserve or enhance the symmetry and beauty of public lands. It also reviews landscaping plans for new subdivisions and commercial developments, enforces tree protection regulations, and may issue penalties for unauthorized cutting or damage to public trees.
