Minnesota’s Melissa Hortman Community Solar Garden Program

Under Minnesota’s Melissa Hortman Community Solar Garden Program, customers of Xcel Energy can subscribe to a a community solar garden (CSG). Subscribers receive a credit on their their energy bill tied to the energy produced by the CSG over the previous month. The program limits the cost of a subscription so that it will not not exceed the value of the subscriber’s CSG bill credit, and reserves at least 30% of each CSG’s capacity for income-eligible households. An additional 25% of each garden’s capacity is reserved for additional income-eligible households, affordable housing providers, and/or public interest subscribers such as schools, faith communities, and non-profits.
