Newberg Municipal Code for Sustainable, Energy Efficient Design Standards

This rule works to ensure that the new development and redevelopment in the M-4 Zoning District is consistent with Newberg’s urban design goals and policies while emphasizing the creation of an attractive gateway to the City and encouraging industrial development. Buildings in the M-4 Zoning District should seek to reduce waste, pollution, energy use, and water consumption. The developer has the choice to either obtain LEED designation for the building, or demonstrate compliance with five of the following design guidelines, which include: (1) Native landscaping. Landscaping designs should seek to conserve water consumption through the use of native plant materials; (2) Alternative Energy. Install solar panels, wind harvesting equipment or other devices that offset energy consumption of the development by at least 25% ; (3) Low Impact Design. Utilize low impact design techniques to detain and treat stormwater generated from impervious areas on site; (4) Solar Orientation/Daylighting. Demonstrate how the building or site design takes advantages of sun to light and/or heat new buildings or work areas.
