Norfolk Vision 2100

City of Norfolk’s long-term strategy to address flooding challenges related to sea level rise. Overhauls their zoning ordinance in order to increase community resilience to flooding. The updated ordinance includes a resilience quotient point-system that measures stormwater management, risk reduction, and energy resilience; coastal resilience overlay zones which requires developments to be elevated above 3ft; and upland resilience overlay that encourages new developments to include walking/biking paths, parks, etc.
