Eligible borrowers include public entities, such as county and municipal bodies. The general approach for a CWSRF-financed municipal stormwater management plan, include following nonstructural controls with structural stormwater controls, giving priority to green infrastructure, with the goal of reducing the volume of stormwater generated by development and by minimizing impervious surface areas.
