Philadelphia Requirements for Large City Public Works Projects

This policy sets requirements for Large City Public Works Projects intended to ensure that finished products will achieve LEED v4 or v4.1 Gold Certification, including a requirement that low-slope roofs on large city public works building projects shall be constructed with cool roofs using materials with an initial solar reflectance of greater than or equal to 0.65, with exceptions for green roofs, high-rise buildings, and other limited scenarios. Roofs shall be designed to have three-year aged solar reflectance values (SRI) equal to or greater than 64 for existing buildings, new buildings, and roof rebuilds. If the three-year aged SRI is not available, the initial SRI of roofs shall be equal to or greater than 82.
