Phoenix Tree and Shade Master Plan 2010 Edition

Plan aims to achieve an average 25 percent tree canopy coverage by 2030.

Actions include, but are not limited to:
1. Create a council-approved Citizen Tree and Shade Committee to oversee Urban Forest issues.
2. Create a baseline tree inventory to assess canopy coverage for entire city.
3. Develop and fund a street replacement plan.
4. Develop and adopt tree banking and tree in-lieu fee programs.
5. Research carbon offsets as possible source of revenue.
