Portland 2015 Climate Action Plan – Urban Forestry

The City of Portland has established as one of its climate objectives the expansion of the urban forest in Portland to cover at least one-third of the city, with a minimum canopy cover of 25% of each residential neighborhood and 15% of the central city, commercial and industrial areas. Some of the action items related to trees include:
(1) 13A Tree Programs. Continue tree planting and expand tree preservation and maintenance programs and incentives, focusing on low-canopy neighborhoods and neighborhoods with populations at higher risk of adverse outcomes from urban heat island effects; (2)13B Canopy Targets. Revisit urban forest canopy targets, taking into consideration goals for carbon sequestration, resiliency to climate change impacts, and equitable distribution of tree-related benefits across the city ; (3)13C Tree Code. Implement the new Tree Code (Title 11, described above).
