Rock Hill Zoning Provisions Prioritizing Low-Impact Development

The General Construction Standards of the city’s zoning ordinance, state that use of Low-Impact Development design concepts is “strongly encouraged.” Section 7.3.4(B). Low-Impact Development is described as a strategy that “has the goal of maintaining or replicating the pre-development hydrology by creating a functionally equivalent hydrologic site design.” Id. Developments that use Low-Impact Development concepts have greater design flexibility than developments that do not.
