Virginia C-PACE Law

This Virginia law allows localities to establish Commercial Property Assessed Clean Energy (C-PACE) loan programs, allowing property owners to finance or refinance a wide range of improvements—including energy efficiency, renewable energy, water conservation, resiliency, and electric vehicle infrastructure—on commercial properties through voluntary special assessment liens. These programs may be locally administered or use a statewide model sponsored by the Department of Energy, and allow private lenders to participate while providing strong lien protections similar to property tax liens.
