Washington State Urban Heat Island Effect — Utility Mitigation

This law encourages utilities to implement diverse conservation programs to reduce energy use and combat urban heat. These programs may involve tree planting or “cool roof” projects, and utilities are permitted to solicit and use voluntary donations from customers to fund them. It also authorizes the Utilities and Transportation Commission to adopt a policy that would incentivize investor-owned utilities to develop similar programs.
